That is the California single-trip transportation permit fee. Caltrans charges it for one movement, from a single origin to a single destination, in one direction.

Official FAQ: “Single Trip* ($16): 7 Consecutive Days Duration. A single trip permit is from a single origin to a single destination in one direction of travel.”

CTPS card fee 2.3% is checkout, not the permit.
